However, Buffalo began to change the situation. It all started with water – especially in Canalside – and with that came a lot of private investment. After a $10 million round of downtown revitalization was announced last week, Dunkirk is now targeting several major projects.
One of them includes housing. As part of a proposal accepted by the Empire State Development Board, this is new development along the 200 block of Washington Avenue. In addition to Chadwick Bay Lofts, there is a former Flickinger site that the city absurdly bought nearly a decade ago. Since then it has been an albatross.
However, the project represents an option for more residential and upscale living closer to the water in the future, including problem areas owned by the city. “As a planner, you always want to achieve downtown vitality,” said Vince DeJoy, director of planning and development for Dunkirk. “Vibrant basically takes people to the streets.”
DeJoy points to Buffalo’s Elmwood Avenue as the area “followed by all commercial development … you make it walkable and that adds to the brilliance.”
Currently, the city’s lack of foot traffic is holding back potential development and energy. There are few elite apartments in the Northern District. Trying to place them near the lake and downtown was a strong formula in the plan.
